Minister for Rural Development and Panchayat Raj Krishna Byre Gowda has directed officials concerned to undertake the construction of household toilets under Swachh Bharat Mission on a war-footing in Kalaburagi district and achieve 100 % target by September-end.
Chairing a review meeting at the Zilla Panchayat Conference Hall in Kalaburagi on Tuesday, Mr. Byre Gowda said, “It is a shame on our part if the State lags behind becoming open defecation-free by this year-end, as many of the States have already been declared as open defecation-free.”
Officials said that 41,985 household toilets have been constructed in the district out of 60,000 toilets target for 2017-18.
In Aland taluk, of the target of 10,667 toilets, only 6,181 toilets have been constructed so far. In Jewargi, 5,475 toilets have been built against a target of 9,534 toilets. Mr. Byre Gowda said that it would be difficult to achieve the target in both Aland and Jewargi taluks, if the officials worked at this speed.
Mr. Byre Gowda asked the taluk panchayat executive officials to get down to grassroots level and set a target for the panchayats each day that would help in achieving the 100 % target.
Mr. Byre Gowda instructed officials not to release funds to panchayats for constructing community toilets if they have failed to construct 90 % individual household toilets.
“Constructing toilets is not enough, we have to bring behavioural change to solve the problem of open defecation. The representatives and officials have to use innovative methods and educate villagers to eliminate open defecation,” he said.
Minister for Social Welfare Department Priyank Kharge and Zilla Panchayat Chief Executive Officer Hephsiba Rani Korlapati were present.
