As part of the Integrated Financial and Human Resource Management System, the Commissionerate of Treasuries and Accounts, Government of Tamil Nadu, will be rolling out the Online Bill Passing System and e-SR (service record digitalisation) this October.

In line with this, meetings to explain the salient features and advantages of the online system to government employees were conducted in Vellore and Tiruvannamalai.

Tenkasi S. Jawahar, Principal Secretary and commissioner of Treasuries and Accounts, told presspersons here on Tuesday that there were 293 treasury offices in the State. These offices were handling all finances related to salaries of government employees, government welfare schemes for public, pension amount and funds for development works.

Faster disbursal

The existing automated treasury bill passing system, web payroll and e-pension software would be integrated in the scheme. Once implemented, the Integrated Financial and Human Resource Management System project would enable 29,000 drawing and disbursing officers throughout the State to submit the bills to the treasury online. It would do away with the delay in the process.

The service registers of about nine lakh government employees were being digitised. Details such as salary, promotions, transfers and leave would be updated immediately.

These details would be sent to the employees as text messages. Nearly seven lakh pension details would be integrated in this project, he said.

He said the project would be implemented this October. The service history of a government employee from the time of entry into service till retirement would be digitised under this project. This would do away with the need for government staff to maintain the service records. Under this project, work to digitise the service records of 39,966 government employees in Vellore district had been completed.

At a meeting in Tiruvannamalai on Wednesday, Mr. Jawahar said the State government had accorded sanction for Rs. 288.91 crore to implement the system. He added that the system had security features such as biometric authentication, digital signature and multiple firewall. Training for the drawing and disbursing officers had been planned, the release added.
