The service apartment, in which a Russian tourist was found unconscious a few days ago, was sealed on Wednesday for violating norms.
A senior police official said the service apartment comprising five flats with two rooms each was not an authorised lodging facility. “The owners did not possess licence to run the lodging facility. Form ‘C’ that is mandated by the Foreigners Registration Act was not submitted,” the official said.
As per the Foreigners Registration Act, any hotel or guest house providing accommodation to foreign nationals should submit the details of the foreign guest with them in form ‘C’ to the authorities within 24 hours of their arrival.
“The apartment is located in a desolate spot. However, there was no security staff or closed circuit television cameras. The minimum staff required to run the service apartment were not employed,” the official said.
The police department told the revenue officials. Following this, revenue officials sealed the service apartment.
Meanwhile, the police are conducting inquiry with 15 people in connection with the sexual assault of the 21-year-old Russian tourist.
“Officials from the Russian Consulate met the victim at the hospital and conducted an inquiry. However, she is yet to give a statement and we are hoping that she will be ready to speak to us soon,” the official said.
